It’s sometimes characterized as “conspiracy theory” to think leaders of government are plotting in smoke-filled backrooms how to become the unchallenged lords of the planet. In this purport Srila Prabhupada intimates that governments are simply ignorant, and THEREFORE creating troubles for citizens: “Unfortunately, in this yuga, Kaliyuga, the religious principles are tampered with, and the government cannot properly judge who is to be punished and who is not.” (Srimad Bhagavatam, 6.2.2/purport).
