During a Bhagavad-gita lecture in London, Srila Prabhupada said that morality could only be measured on Lord Krsna's preferences. He said, "If one is not God conscious, he cannot be moralist, he cannot be truthful, he cannot be honest." (August 29, 1973). This is also supported in the Srimad Bhagavatam statement, harav abhaktasya kuto mahad-guna, manorathenasati dhavato bahih. (5.18.12).
